Not sure why you'd think Ozzy was missing Randy in that clip. Kelle was reflecting on 1981 so while Ozzy was in Randy's room playing BOO over and over and counting himself lucky to to have been a part of that band, Randy was very much alive and enjoying the party with his family and friends.

The title on the clip itself says ' RANDY'S BROTHER KELLIE RHOADS REFLECTS ON OZZY IN 1981'. Kelle says Ozzy was drinking cognac, crying, listening to BOO over and over and Ozzy said 'I CAN'T BELIEVE I'M IN THIS BAND'. No menton of Ozzy saying anything about missing Randy for obvious reasons.
