On my Classicals I use hard tension D'Addario Pro Artes. I prefer them over everything.
On my Electrics I use Ernie Ball 0.10's
If you are in the uk these guys are really great value

Ernie Balls are £3.35 ish and the Classical strimgs £5.80 instead of £10.50 (that is based on an order of 5 at a time)
I restring both Classicals every 2 weeks and sepending on which electric is flavour of the month; once every month.

I think that restringing should be based on the amount of playing time you put in. I don't play my guitars more than an hour a day, so I can go months between restringing without a noticeable change in the strings.
Someone like Matt who teaches and is playing his instruments all day every day would want to change them more often.
As for breaking strings, consider how hard you pick and how extremely you bend. I have a medium touch with my pick and don't to large SRV bends very often, so my strings rarely break...
