If you try to act tough sooner or later you will meet someone who's tougher than you. Use violence and you'll get violence in return.

Rob,
We've had a gang issue in Tacoma, Wa for years. There's a neighborhood called Hilltop that's infested with 'Crips' and 'Bloods' who've behaved as though they owned the place.
Long story short, back in '89 the police cut patrols in the area due to budget cuts. An Army Ranger who lived on Ash street put a camera in his window to record the drug traffic. The gangbangers took offense. One afternoon, the Ranger had a BBQ with Ranger buddies at his house, the argued with some gangbangers who returned with guns, there was a shootout... 12 hours later the media arrived and a neighborhood brawl broke out. The Governor considered bringing in the National Guard to back up the cops... it became a political issue because of all the media attention and things changed for the better.
Here is the newspaper article. I'd urge you to read it if you've got a few minutes, it's fascinating. It'd make a great movie!
Violent reactions are not usually the best way to deal with an issue, but sometimes they are necessary to spark change.
