It gets posted to, and taken down from youtube often, so keep checking back there. I got a copy as a bonus disc a few years back when I got a RR comp dvd from a member at TK.
Not sure, but folks who sell the Six String God dvd on ebay may have included it with their comp as well.
Well worth seeking out, as I thought the Japanese fans did a great job.

Whenever I put on Blizzard or Diary, what a wonderful, delicate furious beast.... I MISS you, man!
I just had a funny thought...why did this video never see retail distribution in the US?
The Japanese fans did a very respectful job. Perhaps at the time, things weren't so good between Dee and the Osbourne's...
Does anyone know if this was ever available in stores in Japan, or was this only broadcast there once or twice?
I'd love to go into Newbury Comics and plunk down 25 bucks for this on DVD.
Fuck it, I'd pay $50

There was a 5yr whatever you call it on it, it was first able to be sold in other countries in 2007, i swore that it was just going to be re-voiced over and re-released for the 25th anniversary but I think that was put off because the new one started production at the same time it could have been released int he USA and im sure Delores had the option to just release the japan one or make a new one, she obviously chose the latter.
Thanks man. Maybe once Peter's comes out, this one may get an official release too.
Some may consider that obsolete or redundant with such a large production eventually coming out, but I found the Japanese fans contribution to not only be respectful and worthwhile, it was also the first.
